My ex sometimes tells me he loves me and others he says he does'nt know.why is that?we currently have new ppl

ok well we had been together for 4 years and all of a sudden we started having issues and he broke up with me. he recently lost his virginity to his new girlfriend, and he said"i wish u were my first" ,but he also say"i still have feelings for u but not like i used to".i dont understand that . wen i dont have any contact with him for a while it seems like he is happy when i do or if i dont say i love him for a while he always say:"i never thought you'd say that to me again".we both have new ppl in our lives that we love and they suffer becuz thya both know me and him still have feelings for eahc other.I asked him why dont we just stop beeting around the bush and hook back up and he says its just not that easy,which i kno. he also says i want to but he does'nt want her to get hurt. at one point he'll be like he love me then he says he does'nt kno.then he tells me his girlfriend is threatened by me. she thinks ill take him from her. i mena i dont know i just wish i knew what to do.
