My boyfriend has red blemishes all around his neck.?

He has had them all his life, and when we first got together I had thought he had skin cancer but I doubt that now. It doesn't hurt him he barely even knows there are there but they are very red and blotchy, and because he is so white skinned they are noticeable. We would go to the doctor but we are waiting to see if he gets accepted for insurance. They don't bother him at all, I'm just curious to know because I have tried lotions and creams and they have never gone away and sometimes he has these breakouts that they show up even down his back, but they disappear after a couple of days. If anyone on here could help give me an idea, I went on the internet it said something about Leukemia and syphilis, but he isn't a smoker and we got checked when we started having unprotected . If someone could try and lead me in the right direction I would appreciate it.
