How is Greg Ingles playing for Queensland!!!!!?

On a TV show, they showed that Greg Ingles played footy in NSW until he was 17. He played for Hunter Sports High and also Westfield Sports High, not to mention footy on the weekends in NSW! So how does he get a start in a Queensland Jersey!?
